Social Squared has the ability to ask your users to accept some terms and conditions before they are able to start viewing and using your forums. You may want a 'Responsible usage' policy displayed and accepted for instance before creating new topics and posts. Or you could introduce some of the forum concepts such as how to rate and vote posts up.
This setting is configurable, and turned off by default. You can find it in Site Settings -> Forum Settings.
